Petroleros y arrendadores de tierras contra el Estado revolucionario, 1914-1926

Resumen

Este artículo describe las actividades y posiciones políticas de los petroleros mexicanos y los arrendadores de terrenos petrolíferos frente a las disposiciones del naciente Estado revolucionario. La promulgación de la Constitución de 1917 y sus leyes reglamentarias, desató una larga controversia entre el incipiente Estado revolucionario y esas viejas clases propietarias, aliadas del capital extran­jero. Luego de un largo debate, y de retrocesos, obstáculos, avances y concesio­nes de ambas partes, los beneficiarios de las rentas y las utilidades del petróleo, igual que otros sectores empresariales del país, preservaron privilegios funda­mentales e incorporaron otros nuevos. El Estado revolucionario, sin claudicar en lo fundamental, cedió parte de sus posiciones. Finalmente, logró cooptar y conformar a una nueva fracción de negociantes que le servirá de base social.

Oil Producers and Landlords against the Revolutionary State

This article describes the activities and political positions of oil companies and leaseholders of oil lands confronting the initiatives of the nascent revolutionary state. The enactment of the 1917 Constitution and its laws and regulations set off a long dispute between the new revolutionary State and the old propertied classes and their allies, foreing investors. After a long debate, and much give and take from both parties, the beneficiaries of oil profits, like other business sectors in the country, preserved their fundamental privileges and incorporated new ones. The revolutionary state, without sacrificing its principles, retreated from some of its positions and finally managed to co-opt and shape a new group of businessmen who came to serve as a social base.
